The Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS)

is a consultative body with a mandate to draft legislative acts of mutual interest. The IPA CIS deals with issues related to the consolidation and harmonization of national laws in the CIS Member Nations. Model laws of the IPA CIS represent international, primarily European, legal standards adapted to the Commonwealth realities.

The IPA CIS is a fully-fledged international organization with powers to enter into contractual relations with other subjects of international law. The IPA CIS has signed treaties with a number of international organizations: the United Nations, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, the World Intellectual Property Organization, the Parliamentary Assembly of the Black Sea Economic Cooperation, the Latin-American Parliament, the Central American Parliament, the Pan-African Parliament, and many others.

The Chairperson of the IPA CIS Council is the Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.

The Federation Council of the Federal Assembly of the Russian Federation

is the upper chamber of the Russian parliament. Its main function, collectively or individually, is legislative action. Its mandate is two-fold:

  • to draft legislation and take appropriate action, as part of joint jurisdiction with the State Duma;
  • to exercise its sovereign legislative powers through drafting Federal laws and Federal Constitutional Acts.

On 21 September 2011, Valentina Matvienko was elected Speaker of the Federation Council.

Ministry of Natural Resources and Environment of the Russian Federation


The Ministry of Natural Resources and Environment of the Russian Federation (Minprirody of Russia) is a federal executive authority performing functions of public policy-making and regulation in the field of study, use, reclamation and conservation of natural resources, including subsoil, water bodies, forests located in special conservation areas, fauna and their habitat, as well as in the field of hunting, hydrometeorology and related areas, environmental monitoring and pollution control including radiation monitoring and control, and performs the functions of public environmental policy-making and implementation and legal regulation covering the issues of production and consumption, waste management, conservation areas and state environmental assessment.

The Ministry of Natural Resources and Environment of the Russian Federation organizes and, within the limits of its authority, ensures compliance with the obligations arising from the international treaties signed by the Russian Federation on matters falling within the scope of activity of the Ministry.
