I extend my greetings to the organizers, guests and participants of the XI Nevsky International Ecological Congress.

For many years, the Congress has been bringing together parliamentarians, senior government officials, leading scientists, experts, and representatives of the public from dozens of countries across the world. Its platform hosts meaningful discussions on key matters on the environmental agenda and its work results in environmental protection initiatives implemented both internationally and at the country level.

In 2025, the Congress is dedicated to the theme “Planet Earth: Living in Harmony with Nature”. It is particularly relevant today in the era of major technological renewal which not only opens up new horizons for humankind but also bears obvious risks, including increased energy consumption, waste management issues, water and air pollution.

These challenges can be adequately addressed only by acting together and consolidating the efforts of the entire world community, which will be key to preserving the planet and a prosperous life for future generations.

The Russian Federation is committed to developing equitable cooperation in this area with partners from all regions of the world.

Over the last decades, Russia has gained extensive experience in the areas of environmental rehabilitation of water bodies, climate change adaptation and other. We will be glad to share our insights and study best practices of our colleagues from abroad.

I am confident that together we will develop effective solutions and build a harmonious and prosperous world where technologies serve the purposes of creation.

Russia has undoubtedly been making an enormous contribution to the protection of the Earth’s environment. The preservation and expansion of the unique natural resource potential of our country, with its abundant biodiversity, immense fresh water reserves and forest wealth, is of great importance for the entire planet.

As part of our national Ecological Wellbeing project, Russia has been developing the country’s network of specially protected natural areas while devoting considerable attention to keeping our water bodies, especially such prominent ones as the Volga and Lake Baikal, healthy and clean. The government has been consistent and systemic in its effort to address the challenge of repairing the damage inflicted on nature in the past. We have been cleaning up landfills and sludge dumps, while clearing our seas of abandoned and sunken ships.

We are building a circular economy where waste from production and consumption is turned into raw materials for new products. By 2030, at least a quarter of this waste needs to be recycled. To achieve this goal, our country is deploying state-of-the-art facilities. Currently, more than 55% of municipal solid waste undergoes recycling. Environmental protection and development of energy-saving technologies are our country's enduring priorities.

The Nevsky Ecological Congress has established itself as a prominent international platform for multilateral dialogue focusing on a wide range of issues, including the development of environmental legislation. Its ideas and recommendations form the basis of the final resolution and guide subsequent work of all branches of the government. The theme of this year's Congress is “Planet Earth: Living in Harmony with Nature”. I am confident that our partners from other countries will participate in the discussion of pressing environmental issues and share their experience.

The general theme of the discussions planned for 2025 is ‘Planet Earth: Living in Harmony with Nature’. Nowadays it is obvious that the only way for the development of civilization and the world economy in particular is to maintain this balance.

Society's demand for a healthy environment is immense., people's perception of a comfortable life is strongly connected to it. We all want to live in an environment where the air is clean, the rivers are full of water, and the forests are abundant. Environmental well-being as a part of the quality of life is a national priority set by the President of Russia. We are building modern facilities for waste processing and recycling, eliminating landfills, restoring river and lake ecosystems, strengthening the fight against forest fires, and planting new forests.

Russia contributes significantly to the study of global climate change, as our scientists conduct major research in the Arctic and the Antarctic. The government thoroughly increases the technical support needed for such work. The ice-resistant self-propelled platform “Severnyi polus” and the new “Vostok” Station wintering complex are major laboratories with cutting-edge equipment. Russia has created the world’s first system for background monitoring of permafrost, aimed at preventing the consequences of soilthawing.

Nature knows no borders, and Russia is always open to cooperation and is ready to share its ecological experience. The Congress’ discussions highlight important issues of preserving the ecosystems of the Caspian, which can only be resolved in conjunction with all the Caspian littoral states A special focus of this international event is the development of the environmental agenda in the BRICS countries.

I firmly believe that the 11th Nevsky International Ecological Congress will help us strike the necessary balance between the development of human civilization and nature. I wish success, efficient work, and all the best to everyone participating!
