Rosatom State Corporation and Roscongress Foundation sign cooperation agreement on low-carbon energy

Rosatom State Atomic Energy Corporation and the Roscongress Foundation signed a cooperation agreement on the use of low-carbon energy at the 11th Nevsky International Ecological Congress, which took place on 22–23 May 2025 in St. Petersburg. The document was signed by Rosatom State Corporation Director General Alexey Likhachev and Roscongress Foundation Chairman of the Management Board and CEO Alexander Stuglev.

The agreement aims to intensify cooperation on the green agenda with a specific focus on ensuring the carbon neutrality of events held by the Roscongress Foundation. Nuclear certificates from Russian nuclear power plants, which have been available to consumers since mid-2024, will be used for these purposes.

“Rosatom is the national leader in the production of low-carbon nuclear energy in the country. The green quality of the atom is currently in demand on the global market. Green certificates are frequently used in many countries to achieve climate goals, and we are glad that the atom can demonstrate its climate efficiency through this relatively new tool for our country,” Alexey Likhachev said.

“We are seeing great interest in environmental issues and, in response to this trend, have introduced the practice of confirming the green quality of our events. We are glad that Rosatom is ready to assist us in working in this direction,” Alexander Stuglev said.

As part of the agreement, Rosatom and the Roscongress Foundation plan to intensify cooperation on the green agenda and promote environmental education.

Rosatom and the Roscongress Foundation signed an agreement on strategic cooperation in 2022 and the cooperation agreement on the use of low-carbon energy was concluded as part of a previously signed document.

Rosatom adheres to high environmental and social responsibility requirements. Its strategic priorities include improving the green quality of its product line. Rosatom is the largest producer of low-carbon electricity in Russia and accounts for about 20% of the total electricity produced in the country. The corporation operates in more than 60 countries and is a leader in the global nuclear industry.

An atomic certificate is defined as a green instrument under Federal Law No. 35-FZ “On the Electric Power Industry” that confirms the low-carbon origin of electricity. The Energy Certification Center national trading platform has accredited the Balakovo, Kalinin, and Leningrad nuclear power plants to issue atomic certificates. Atomic certificates have been available to consumers on the Russian market since July 2024. As of April 2025, atomic certificates had already been used to confirm the consumption of more than 240 million kWh of low-carbon energy by Russian companies.
